AAA too. Swapping the two colours gives the same number — the ratio does not know which is the text.

Nothing to fix
This pair already clears 4.5:1, so #0c121b can stay exactly as it is. Check another pair.
And to someone missing a cone
protanopia
Ratio 14.22:1, ΔE00 82.1.
deuteranopia
Ratio 13.92:1, ΔE00 80.7.
tritanopia
Ratio 13.59:1, ΔE00 79.2.
The weakest of the three is tritanopia, where the two are ΔE00 79.2 apart against 81.2 for a trichromat — still clearly two colours.
