Passes AA for body text
AAA too. Swapping the two colours gives the same number — the ratio does not know which is the text.
APCA

Clears Lc 75 — body text at a normal size and weight.
Dark text on a lighter ground.

Nothing to fix
This pair already clears 4.5:1, so #222266 can stay exactly as it is. Check another pair.
And to someone missing a cone
protanopia
Ratio 9.98:1, ΔE00 73.8.
deuteranopia
Ratio 10.56:1, ΔE00 76.6.
tritanopia
Ratio 10.59:1, ΔE00 94.5.
The weakest of the three is protanopia, where the two are ΔE00 73.8 apart against 74.1 for a trichromat — still clearly two colours.
