Nothing to fix
This pair already clears 4.5:1, so #95bce1 can stay exactly as it is. Check another pair.

protanopia
Ratio 7.25:1, ΔE00 58.6.
deuteranopia
Ratio 6.71:1, ΔE00 56.4.
tritanopia
Ratio 6.47:1, ΔE00 66.0.
The weakest of the three is deuteranopia, where the two are ΔE00 56.4 apart against 57.8 for a trichromat — still clearly two colours.
